The Ministry of Science, ICT & Future Planning will foster the equipment industry on a large scale with the aim of becoming one of the `global top 5 in ICT equipment production by 2017.’ The ministry will form an organization dedicated to fostering the network equipment, broadcasting equipment and computing equipment industry.
The Ministry of Science, ICT & Future Planning announced the ‘ICT equipment industry reinforcement strategy’ together with other related ministries at the 17th economic ministers meeting held on August 21. First of all, the ministry is planning to innovate the planning-research-commercialization process to ‘develop competitive equipment’ and ensure world-best R&D outcomes, and intensively develop premium ICT equipment (22 candidate products).
To overcome the limitations of the domestic equipment market, it will also make inroads into the public sector, seek to export, and create new markets. Based on the Special Act on ICT, the ministry will eliminate the discrimination between local and foreign equipment in the public sector, and actively carry out Government-led pilot projects, such as the Giga Internet, to apply new-technology products and solutions.
To penetrate emerging markets, e.g. developing countries, it will take advantage of Korean wave and e-government to promote the C-P-N-D package-type overseas expansion, and △ form a One-Stop export support system, △ utilize international cooperative programs such as the official development assistance (ODA).
The ministry will build the equipment industry ecosystem anew. It will form the ‘ICT equipment industry policy council’ to provide pan-government support for the ICT equipment industry, and operate a dedicated support organization in the National IT Industry Promotion Agency.
The Ministry of Science, ICT & Future Planning anticipates that this ICT equipment competitiveness reinforcement strategy will help the domestic ICT equipment industry to grow from KRW7.8 trillion in 2012 to KRW10.7 trillion in 2017, and increase the number of jobs from 56,000 in 2012 to 74,000 in 2017.

미래부 "ICT장비산업 2017년 세계 TOP5 목표로 육성"
미래창조과학부가 `2017년 세계 정보통신기술(ICT)장비 5대 생산강국`을 목표로 장비 산업을 대대적으로 육성한다. 네트워크장비, 방송장비, 컴퓨팅장비 산업을 키우기 위한 전담조직도 마련한다.
미래부는 21일 열린 제17차 경제관계장관회의에서 `ICT장비 산업 경쟁력 강화 전략`을 관계부처 합동으로 발표했다. 우선 `경쟁력 있는 장비개발`을 위해 세계 최고 수준 연구개발(R&D) 성과물이 나올 수 있도록 기획-연구-사업화 등 전 과정을 혁신하고, ICT 명품장비(22개 후보제품)을 집중 개발할 계획이다.
국산장비 시장 한계를 극복하기 위해 공공부분, 수출, 신시장 창출도 모색한다. ICT 특별법에 근거해 공공부분에서 국산?외산장비 차별적 적용을 제거하고, 신기술 제품?솔루션 적용을 위해 기가인터넷 등 정부 주도 시범사업을 적극 추진한다.
개도국 등 신흥시장 진출을 위해 한류, 전자정부 등을 활용한 C-P-N-D 패키지형 해외진출을 확대하는 등 △원스톱(One-Stop) 수출지원 체계 형성 △공적개발원조(ODA) 등 국가간 협력 프로그램도 활용할 방침이다.
장비산업 생태계도 새로 구축한다. ICT장비 산업 범정부적 지원체계를 위해 `ICT장비 산업 정책협의회`를 설치하고 정보통신산업진흥원에 전담 지원조직을 운영한다.
미래부는 이번 ICT장비 경쟁력 강화 전략을 통해 국내 ICT장비 산업이 2012년 7조8000억원에서 2017년 10조7000억원으로 성장하고, 일자리 수도 2012년 5만6000개에서 2017년 7만4000개로 늘어날 것으로 예상했다.
