President Keunhye Park of Korea and General Secretary Jinping Xi held the summit meeting in Beijing on the 27th and adopted a joint statement for ‘zero tolerance’ on North Korean nuclear and the future vision aimed at strengthening the strategic partnership between the two countries who are celebrating the 21st anniversary of diplomatic relationship this year.
To strengthen the strategic partnership, the two leaders agreed on strengthening strategic communication in the areas of politics and national security, including more frequent summit meetings and establishing communication system between the Head of National Security Office at the Blue House and Chinese State Councilor of Diplomacy.
With regards to the future-oriented cooperation, the two countries agreed on holding strategic talks on cooperation of the IT issues at the ministerial level, strengthening joint research on atmospheric science, life science and ICT and sharing nuclear safety related information.
The two heads of states agreed to work hard to achieve USD 300 billion trade volume by 2015 to strengthen the trade ties. Especially on the FTA between the two countries which is in a standstill, they re-confirmed that the goal of two sides is to achieve a highly sophisticated and comprehensive agreement and agreed on putting efforts to promote the negotiation to accelerate the negotiation to the next stage.
한?중 정상, 경제협력 확대 등 동반자 관계 내실화 재확인
한국과 중국이 양국 간 정보통신 협력 장관급 전략 대화채널을 마련한다. 또 대기과학?생명과학?정보통신기술(ICT) 분야 공동연구를 강화하기로 했다.
박근혜 대통령과 시진핑 중국 국가주석은 27일 오후 베이징 인민대회장에서 한중 정상회담을 열고 `북핵 불용` 원칙과 올해로 수교 21주년을 맞는 전략적협력 동반자 관계 내실화를 골자로 한 미래비전 공동성명을 채택했다.
공동성명은 “양측은 한반도 비핵화 실현 및 한반도 평화와 안정 유지가 공동이익에 부합함을 확인하고 이를 위해 함께 노력해 나가기로 했다”며 “양측은 유엔 안보리 결의 및 9?19 공동성명을 포함한 국제의무와 약속이 성실히 이행돼야 한다는데 인식을 같이했다”고 밝혔다.
또 “한국 측은 북한의 계속되는 핵실험에 우려를 표명하고 어떤 상황에서도 북한의 핵보유를 용인할 수 없음을 분명히 밝혔다”며 “이와 관련 양측은 유관 핵무기 개발이 한반도를 포함한 동북아 및 세계의 평화와 안정에 심각한 위협이 된다는 점에 인식을 같이했다”고 덧붙였다.
또 “중국 측은 박 대통령이 주창한 `한반도 신뢰 프로세스` 구상을 환영하고 남북관계 개선 및 긴장 완화를 위해 한국 측이 기울여온 노력을 높이 평가했다”고 공동성명은 밝혔다.
전략적협력 동반자 관계의 내실화를 위해 양국 지도자 간 긴밀한 상호방문과 회담, 서신교환, 전화통화, 특사파견 및 한국 청와대 국가안보실장과 중국의 외교담당 국무위원 간 대화체제 구축 등 정치?안보 분야의 전략적 소통을 강화한다는 데도 합의했다.
미래지향적 협력 분야에서는 △한중 정보통신협력 장관급 전략대화 개최 △대기과학?생명과학?ICT 분야 공동연구 강화 △응용기술 연구개발 및 산업화 협력 강화 △원자력 안전 관련 정보 공유?기술협력?사고 시 조기 통보 등 협력 강화 등을 합의했다.
경제 통상협력 강화를 위해 2015년까지 무역액 3000억달러 달성을 위해 상호 노력하기로 했다. 특히 답보상태인 한중 자유무역협정(FTA)과 관련, 높은 수준의 포괄적인 협정 체결을 목표로 한다는 점을 재확인하면서 협상을 조속히 다음 단계로 진전시킬 수 있도록 노력하기로 했다. 양국민 간 다양한 형태의 교류를 촉진하고 인문 유대 강화 활동도 적극 추진하기로 했다.
박 대통령은 28일에는 권력서열 2~3위인 리커창 총리와 장더장 전국인민대표회의 상무위원장과 잇따라 만난다. 29일에는 `새로운 20년을 향한 한중 양국의 신뢰와 여정`을 주제로 베이징 소재 대학에서 연설한 후 시안으로 이동한다.
