Equipped with technical and price competitiveness, vulnerable to security risk
China’s first-ranking communications equipment maker ZTE declared a plan to start national disaster and safety communications network (disaster network) business and is scheduled to enter Korea’s wireless communications market. With Huawei already in the common carrier wired and wireless equipment market, ZTE is joining in the market competition. Accordingly, China’s raid in Korea’s network market is forecast to start full scale.
ZTE will contend for victory with its complete public safety LTE (PS-LTE) solution line-up, which it has been developing since three years ago, together with price competitiveness. However, it is forecast that the company’s success will depend on its ability to calm the security concerns associated with overseas equipments.
ZTE Korea announced on the 9th that it would perform various promotional activities and publicize the strengths of its equipments to the common carriers in Korea in time for the implementer selection for a disaster network pilot project to be kicked off early next year. It is highly likely for a common carrier to handle the disaster network implementation. As much as so, it is compulsory for the company to participate in the consortium. For ZTE, which does not have a LTE reference in Korea’s commercial network, cooperation with Korea’s common carriers is most important.
ZTE entered radio communications equipment market in 2003 by releasing a radio message service ‘GoTa.’ With data processing speed of 5Mbps, it has been building radio voice and video communication technologies since the earlier days. In 2011, ZTE developed GoTa 4G technology for LTE radio communication.
ZTE has a number of other strengths. It has built an end-to-end lineup covering from core equipments, which are called dispatch sub system (DSS), to substations and terminals. It also offers a hybrid terminal capable to provide 2G, 3G and LTE services. It offers mobile solutions in various forms, such as to be carried around by users or to be mounted in vehicles.
ZTE supplies disaster network service to more than 40 countries across the world including 3G and LTE networks. In Beijing, 2000 base stations are being used by disaster management organizations, such as the fire department and the police, in 1.4GHz band and20MHz width. The last stage is for the China Communication Standards Association (CCSA) to establish ZTE’s PS-LTE technology as a national standard. ZTE also plans to promote an international standardization in the future.
“ZTE has already developed PS-LTE technology and equipments. Therefore, we can reduce R&D investment cost and shorten the project period,” said ZTE Korea Director Son Min-gi. “We will bring in equipments and start demonstration at the end of this month. It will be a good opportunity for us to compete for performance with other companies.”
However, the biggest obstacle for ZTE is to solve the ‘security risk’ on Chinese products. For this, Director Son said, “We get core products including Samsung’s chips from manufacturers in Korea and the U.S. So, it is difficult for Chinese makers to attempt hacking or install tapping or monitoring programs.” He continued, “We can introduce a solution for encryption between substations or install National Intelligence Service’s security solution according to customers’ needs.”
Another Chinese company Huawei is also showing a strong will to participate in the disaster network business. “Huawei has many experiences and great expertise as it designed and operated the largest number of LTE commercial networks in the world,” said Huawei Korea Vice President Kim Hak-su. “We are already supplying equipments to the top three common carriers in Korea. So, there will not be any problem in our entry to the disaster network market.”
The industry forecasts that equipments from two ? three companies will be used in the pilot project. Accordingly, it is forecast that equipment makers, such as Nokia, Alcatel - Lucent, Ericsson LG, Huawei and ZTE as well as Samsung Electronics, will start under-the-table negotiations to hold hands with common carriers.

기술?가격 경쟁력 모두 갖춰…보안리스크는 약점
중국 통신장비 1위 업체 ZTE가 국가재난안전통신망(이하 재난망) 사업에 출사표를 던지고 한국 무선통신시장에 본격 상륙한다. 화웨이가 이미 통신사 유?무선 장비시장에 진출한 데 이어 ZTE까지 가세하면서 네트워크 업계 차이나 대공습이 본격화하는 양상이다.
ZTE는 3년 전부터 개발해온 공공안전 LTE(PS-LTE) 솔루션 풀 라인업과 가격 경쟁력으로 승부를 걸겠다는 각오다. 하지만 해외 장비에 대한 보안 우려를 얼마나 잠재울 수 있을지가 관건이 될 전망이다.
ZTE코리아는 내년 초 발주 예정인 재난망 시범사업 사업자 선정에 맞춰 국내 통신사에 자사 장비의 강점을 어필하고 다양한 홍보 활동을 펼치겠다고 9일 밝혔다. 재난망 구축은 통신사가 담당할 것이 유력하기 때문에 컨소시엄에 참여하는 게 필수다. 국내 상용망에 LTE 레퍼런스가 없는 ZTE로서는 통신사와 협력이 가장 중요하다.
ZTE는 2003년 처음으로 무전통신서비스 ‘고타(GoTa)’를 선보이며 무전 통신장비 시장에 진출했다. 5Mbps 데이터 처리 속도로 일찍부터 음성과 영상 무전 기술을 축적해왔다. 2011년엔 LTE 무전을 위해 고타 4세대(4G) 기술을 개발하기도 했다.
ZTE가 내세우는 강점은 이외에도 다양하다. 디스패치 서브시스템(DSS)으로 불리는 코어 장비부터 기지국, 단말기까지 엔드 투 엔드 라인업을 갖췄다. 2G와 3G, LTE를 모두 수용할 수 있는 하이브리드 단말도 있다. 들고 다니거나 차량에 탑재해 이동할 수 있는 다양한 형태의 이동형 솔루션도 제공한다.
ZTE는 3G와 LTE를 포함해 세계 40개국 이상에서 재난망 서비스를 제공하고 있다. 베이징에서는 1.4㎓ 대역 20㎒ 폭에서 2000개 기지국을 소방과 경찰 등 재난 기관이 사용한다. 중국 통신 표준협회인 CCSA가 ZTE의 PS-LTE 기술을 국가표준으로 제정하는 작업이 마무리 단계다. 향후엔 국제 표준화도 추진할 계획이다.
손민기 ZTE코리아 이사는 “ZTE는 이미 PS-LTE 기술과 장비가 개발돼 있어 다른 곳보다 연구개발비 투자가 적고 사업 기간도 단축할 수 있다”며 “이달 말부터 장비를 들여와 시연을 할 계획인데 경쟁사와 성능대결을 펼칠 수 있는 좋은 기회로 삼겠다”고 말했다.
하지만 중국 제품에 대한 ‘보안 리스크’를 해소하는 것이 최대 걸림돌로 꼽혔다. 이에 대해 손 이사는 “삼성 칩을 비롯해 핵심 제품은 한국과 미국 제조사에서 공급받기 때문에 중국 제조사가 해킹이나 도감청 프로그램을 설치하기는 어렵다”며 “고객 요구에 맞춰 기지국 간 암호화 솔루션을 도입하거나 국정원 보안 솔루션도 설치할 수도 있다”고 말했다.
ZTE뿐만 아니라 또 다른 중국 업체인 화웨이도 재난망 사업 참여에 강한 의욕을 보이고 있다. 김학수 화웨이코리아 부사장은 “화웨이는 세계에서 가장 많은 LTE 상용망을 설계?운영하기 때문에 경험과 노하우가 풍부하다”며 “국내에서도 이미 3대 통신사에 장비를 공급하고 있어 재난망 사업에 참여하는 것도 큰 문제가 없다”고 말했다.
업계에서는 시범사업에서 단일 업체가 아닌 2~3개 정도 업체의 장비가 사용될 것으로 보고 있다. 통신사와 손을 잡기 위해 삼성전자를 비롯해 노키아, 알카텔루슨트, 에릭슨LG, 화웨이, ZTE 등 장비 업체의 물밑 작업이 본격화될 전망이다.
