The competition rate for training courses to nurture data traders reached 7 to 1, drawing great attention.

A total of 350 people applied for the 'Data Trader Registration Training Application Notice' recruited from the beginning of this month to the 13th by the Ministry of Science and ICT. The number of recruits is 50, 25 each for the 1st and 2nd phases. The overall competition ratio is 7 to 1.

The Ministry of Science and ICT and the Korea Data Industry Promotion Agency (KDATA) select 5~7 judges and set up an evaluation committee. After the evaluation on the 17th, the final successful candidates will be announced on the 19th.

Requirements for registration as a data trader are △Working in data-related fields for 5 years or more △Lawyers, patent attorneys, accountants, appraisers, and engineers with experience of 3 years or more △ Researcher as an assistant professor or higher at a university for more than 3 years △Master’s and PhD in data-related fields must have data-related experience of 4 years and 1 year or more, respectively.

After checking the eligibility criteria for applicants, the evaluation committee select the trainees in the order of receipt among those who meet the criteria. Successful applicants will receive 40 hours of training per week in the first and second semesters. The First class runs from the 30th to February 3rd, and the second class runs from February 6th to 10th.

Successful applicants will be educated on the field such as △Exploration and discovery of demand for data transactions, market research and analysis △Data processing such as data analysis △Data value evaluation and quality assessment △Data-related laws and regulations and trade ethics △Consultation, advice, guidance on data transactions and data transfer/commercialization.

Data traders are experts who serve and help in distribution, trading, and brokerage roles in the data market. The government nurtures them for the purpose of revitalizing the industry through data distribution. Korea is the first country to nurture data traders based on the Data Industry Act at the national level.

The role of data trader is important to compensate for the immaturity of the data trading environment caused by information asymmetry between data providers and consumers. One of the major difficulties in data trading is unreasonable prices and lack of distribution channels.

The government plans to promote data trading and promote market growth by fostering data traders. All training for data traders is provided free of charge, and the market is promoted by providing incentives so that they can perform in better environment. It is expected that trained data traders will support safe data transactions based on legal knowledge related to personal information protection and copyright, and related expertise such as data commercialization.

Data trader training is conducted offline. Trainees eligible for training can complete the course after completing 100% of the training. After completion, application and issuance of data trader registration certificate is possible through the Ministry of Science and ICT. The Ministry of Science and ICT announced that they will not take a separate test, but will go through an inspection procedure to confirm the contents of training.

An official from the Ministry of Science and ICT said, “After completing the 1st·2nd classes, we will receive and reflect demand surveys and educational process feedback, and we will recruit the 3rd class in the second half. The role of data trader will become very important, and it is expected that the industry will grow and the data market will be activated through them.”
