Building open-source middleware for Daegu Center
Working under the table for bidding next January

LG CNS, TmaxSoft, and Red Hat are competing to win an order for an open-source middleware project from the National Information Resources Service (former the Government Integrated Computing Center) Daegu Center. They are continuing working under the table to be ahead of the bidding that is scheduled for January next year.

The National Information Resource Service completed the construction of the Daegu Center last May and is in process of a completion inspection. As soon as the completion inspection is completed, the informatization business will start like installation of information technology (IT) facilities including cloud, database management system (DBMS), and middleware.

Middleware refers to all software(SW) that connects the operating system (OS) and applications. Since it is necessary SW to build cloud environment, open-source middleware has become the mainstream for the cloud era.

Since the Daegu Center has been aiming for a cloud-based Software Defined Data Center (SDDC) from the planning stage, three prominent companies in this field, LG CNS, TmaxSoft, and Red Hat, are expected to wage a three-way battle.

LG CNS has experience and know-how for more than 20 years of data center operation, and with base, they have developed and installed intelligent failure detection and diagnosis engine in the open-source middleware called 'Lena'.
They were adopted to companies of LG group and also KEPCO KDN. Last April, it completed registration on the market places of five major cloud service providers (CSP) in Korea.

Open Source Consulting, one of their subsidiaries, have the open-source middleware product lineup called ‘Place’. Open Source Consulting is striving to expand public sector business by signing a strategic agreement with Bespin Global this month for public cloud business cooperation.

TmaxSoft is the number one operator in the middleware market. 'HyperFrame' is their main open-source middleware. Last year, they supplied HyperFrame to public cloud conversion projects.
TmaxSoft plans to add the integrated master function by next month as part of the advancement of HyperFrame products, and will acquire Good Software (GS) certification in the 4Q. The dedicated personnel for each project will also be increased.

Red Hat has a number of references to the Daegu Center of the National Information Resources Service. There are already about 10 Red Hat solutions used to run the Daegu Center SDDC. The 2020 Red Hat Innovation Award APAC picked the National Information Resources Service Daegu 3 Center as the winner.

Red Hat recently acquired the e-government standard framework 3.10 compatibility certification for Red Hat JBoss EAP 7, the latest version of the open-source middleware 'JBoss EAP'. Red Hat Korea conducted compatibility certification with partner Rockplace, and completed technical verification for information system middleware supply and service to domestic public institutions.

An industry official said, “The Daegu 3 Center project is a representative public cloud project and a barometer that can greatly affect the public cloud conversion project scheduled by 2025. It is judged that the industry is betting on pre-sales as it is possible to secure leadership in the public cloud market through this business.”

The Ministry of the Interior and Safety and the city of Daegu applied for 99.1 billion KRW as the budget for next year's Daegu center informatization project. When the budget static review from the Korea Development Institute(KDI) is completed, it will be decided whether or not to reflect the budget.

As the Daegu Center occupies an important position in supporting the government's 'Cloud First' initiative and accelerating cloud migration by governments and public institutions, it is expected that the budget will not be affected.
