Competition of cloud service providers (CSP) for public cloud conversion projects is intensifying. Naver Cloud and NHN, as well as KT, Kakao Enterprise and Gavia are joining the competition. Since there is no absolute winner from the results of 1~3rd projects, it is analyzed that market has entered ‘the warring states period’. Each CSP will accelerate to maximize their specialty in order to obtain distinction.

◇KT, technology + sales competitiveness as their strength

KT explained that they got picked from 7 out of 10 by ordering organizations in the 3rd public cloud conversion project because of their accumulated experience with cloud service competitiveness and experience in public sector. In 2015, they serviced Korea’s first public service ‘G Cloud’. With their 1st cloud project case ‘Seoul Ddareungi’, they also secured big major projects such as cloud infrastructure build of 2018 Pyeongchang Winter Olympics, public mask app. 6 cloud data centers are also the strength of KT. KT plans to separate their cloud·data center (IDC) business in order to establish ‘KT Cloud’, and they will invest about 130 billion KRW to Megazone Cloud in order to strengthen their cloud business competitiveness. CSP official said “Not only technology and infrastructure are KT’s competitiveness, but also a long-established network with public customers in the telecommunication market. It will definitely affect their business in the future.”

◇Kakao·Gabia joining the competition

Kakao Enterprise and Gabia also participated in the 3rd project and provided services for the first time. Kakao Enterprise provides ‘i Cloud’ with the world recognized security rank of ‘Gold’ level from Cloud Security Assurance Program (CSAP), International Standard Cloud Security Certification ‘CSA STAR’. Another advantage is that it can easily manage with on KakaoTalk and chatbot. Gabia also puts security as their strength. From the 3rd project participating CSP, they explained that they are the only one with ‘Security control specialist company’ qualification. An official from Gabia said, “Since Gabia is not externally putting out cloud security control, we can reduce the cost and able to form safer environment for the security.” Gabia already has about 150 references apart from the Ministry of the Interior and Safety projects by participating other public cloud conversion projects.

◇CSP competition intensifying

KT restored their honor in CSP with competing with NHN·Naver Cloud, newly joining force, Kakao·Gabia, it is expected they will have intense competition. Ministry of the Interior and Safety announced that they will transfer 46% of public cloud conversion projects to private cloud. They plan to increase the use of private clouds, including the 'Utilization of private cloud center'. It is expected that CSP will gain more opportunities than initially expected.

As 2nd year of public cloud conversion project, Ministry of the Interior and Safety will invest about 240 billion KRW this year to change 2,100 systems into cloud. By 2025, they will change 10,009 systems into cloud, investing about 800 billion KRW. They already planned to converge about 430 information system into cloud in the first year of cloud conversion project (2021), and they are converging 2,100 system with 240 billion KRW in the 2nd year of the project. From the 5 year project until 2025, this year and next year have the most budget and numbers of system conversion. The 3rd project will be managed by Ssang Yong Information. In 5 month period, 70 systems will be transferred into cloud from 10 institutes.
