A public-private communication consultative body will be launched as early as the end of January to discuss various issues surrounding the transition to the public cloud. Attention is focusing on whether there will be a change in the way public cloud transformation will be promoted.

The Ministry of the Interior and Safety discussed public cloud conversion issues with cloud service companies such as Naver Cloud, NHN, Kakao Enterprise, and KT. It is a preliminary groundwork to listen to corporate opinions and organize discussions ahead of the launch of the consultative body.

The purpose of the Ministry of the Interior and Safety's plan to operate a consultative body is to successfully carry out the project by solving issues that have arisen in the process of promoting public cloud transformation. The issue that is expected to be discussed first is the size of private cloud centers.

The government will transfer 10,000 information systems from administrative and public institutions to cloud systems by 2025. Last year, which was the first year, 430 IT systems were selected, and 2,149 IT systems were selected this year.

The Ministry of the Interior and Safety announced a five-year roadmap and said it will use 45.5% of private cloud centers and the rest will use public cloud centers. Companies say that the utilization rate of private cloud centers is lower than expected and that it should be increased. The Ministry of the Interior and Safety explains that there is an inevitable part due to security reasons.

Some predict that the rate of use of private cloud services will be higher than planned through the "public-private cooperative public cloud center" announced by the Ministry of the Interior and Safety. Accordingly, it is expected that the consultative body will discuss ways to build a public cloud center for public-private cooperation and how to operate it.

In the case of software as a service (SaaS), private SaaS cannot be used for internal work due to network separation. Many voices are calling for a solution through support from the National Intelligence Service(NIS). This is why the Ministry of the Interior and Safety has formed a task force to promote the use of private SaaS in public work networks and is discussing the use of private SaaS.

When infrastructure as a service (IaaS) has received cloud security certification (CSAP), it is necessary to discuss whether general software (SW) installed requires separate certification. Currently, 27 cloud services have received CSAP, of which 21 are IaaS.

The usage fee is also an issue. The basic billing system is not to pay cloud service fees at once, but to pay as much as you use them every month. Public institutions may feel that the burden increases, so sufficient explanations are needed.

There will also be discussions over how to select business operators. Currently, after cloud management service providers (MSPs) or IT service companies propose cloud service providers (CSPs), demand institutions go through the process of selecting operators and CSPs.
Some CSPs argue that there should be businesses led by CSPs as well as current methods led by MSPs and IT service companies. There is also a possibility that the two methods will be mixed to promote the project.

An official from the Ministry of the Interior and Safety said, "We will resolve the trial and error we experienced while conducting the public cloud conversion project through the consultative body," adding, "The goal is to create a consultative body in January."
