<The Ministry of Science and ICT (MSIT) granted to disclose additional business information of participating large SW corporations to the SW businesses.>

The MSIT will be establishing a fast track to improve the system of restricting participation of large companies in public software (SW) projects (supporting participation of software SMEs).
 
The MSIT newly established Article 5, Paragraph 7 of the Notification of the Software Promotion Act, which requires to notify (fast track) the results of the deliberation of special case projects within 15 days of receiving the request for urgent national projects.
 
It takes an average of 45 days for the deliberation period for projects that is a special case for participation of large restricted corporations. It reflected concerns that responses may be delayed due to the long period of deliberation if urgent cases rise such as utiliziing vaccine reservation systems.
 
The act granted to disclose financial information that the participating large SW corporations to the SW businesses.
 
In the past, only a few information was disclosed such as exception field, the name of the institution, the project name (notification date), and the scope of accreditation in the list of projects recognized as a special case. However, by disclosing the size of the business, SW companies were able to prepare for participation in advance, such as securing necessary workforce and technology according to the characteristics and size of the participating business.
 
There will be a change in composition and operation of the deliberation committee. Currently, it is composed of '15 members' including one chairperson, but it has been reduced to '9 people' and the chairperson is elected by lot, not by election. The term of office of the members was increased from one to two years, but the term was limited to a single term.
 
Reducing the number of members is interpreted as a way for quick decision-making.
 
Amendments to the fast track and the composition and operation of the Deliberation Committee will be implemented next month after receiving suggestions and obtaining approval from the MSIT. The disclosure of the project information was applied from the end of October, and implemented in Table 3 (in areas for national defense) and Table 6 (in special cases including new industries).
 
The MSIT held a public SW project Contractor/Owners Council last month to share improvement plans and discuss additional plans.
 
Among the improvement measures, the mid-term demand forecasting system, which discloses new business information 2-3 years in advance, preferential treatment for technology evaluation by quality certification companies to enhance the quality competitiveness of software SMEs, and disclosure of software business quality evaluation information, etc. are planned to be implemented starting next year.
 
After allowing large companies to participate in new technologies in 2015, the MSIT further revised the system of the SW Promotion Act that restricts large companies' participation at the end of last year. The decision was that the public software market, which was dominated by large enterprises (small and medium-sized enterprises participated in subcontracting), has improved to a win-win environment for large as well as SMEs through the improved system.
The act will be continuously improve the system for win-win growth, strengthening global competitiveness, and improving software quality while maintaining the principle of restricting participation of large corporations.
