A study on global value chain for small businesses proposed by Korea will be promoted by the Asia Pacific Economic Cooperation (APEC). A discussion for the realization of Free Trade Area of the Asia ? Pacific (FTAAP), a gigantic economic area, will also be progressed.
Trade and foreign affairs ministers of 21 APEC members including Korea held the 26th APEC Joint Ministerial Meeting in Beijing, China for two days from the 7th to the 8th of this month. From Korea, Trade, Industry and Energy Minister Yun Sang-jik and Foreign Affairs Minister Yun Byeong-se attended the meeting as joint heads of the delegation.
At the meeting, three key tasks, ‘increasing local economic integration,’ ‘innovative development, economic reform and growth acceleration’ and ‘comprehensive link and infrastructure development reinforcement,’ were discussed extensively under the subject of ‘creating the future through Asia ? Pacific partnership.’ Then, the attendants adopted a statement containing details of the discussion.
APEC members agreed on the Beijing Roadmap for FTAAP realization. Although the time was not specified, they decided to draw up a guideline for phased approaches under the goal of achieving FTAAP realization ‘as early as possible.’
First, they will conduct a joint strategic research until the end of 2016 and strengthen a FTA information sharing mechanism within their respective regions. The Capacity-Building Needs Initiative (CBNI) for regional economic integration led by Korea will also be promoted continuously. CBNI is a project implemented for the purpose of narrowing FTA capacity gaps among APEC members.
In line with this, APEC members finalized the ‘study on participation by key industries in global value chain (GVC) for small businesses’ project proposed by the Korean government in May. This project is aimed at activating cooperation between large enterprises and small businesses by organizing a forum in which industrial, academic, research and governmental sectors participate by key industrial field. Electronics and electrical fields will be led by Korea and automotive and healthcare fields will be led by the Philippines, Malaysia and the U.S.
In addition, the principle of Information Technology Agreement (ITA) item expansion, which fell into a lull since a negotiation failure last year, was reconfirmed. ITA revision is aimed at expanding non-tariff items in IT fields in line with the trends of technological development and market changes. Although promoted by World Trade Organization (WTO), it is in a sedentary state as different opinions between the U.S. and China have not been narrowed.
APEC ministers formed a consensus that the negotiation for ITA expansion must be settled as quickly as possible with a meaningful and balanced outcome. Minister Yun Sang-jik also emphasized swift settlement of the negotiation for ITA expansion. He commented, “IT products must be included in the final list so as to produce a commercially meaningful outcome and to reflect the benefits of participating states in a balance. For this, APEC members must take the initiatives.”
A development conception recommending the establishment of an innovation and development research center for activation of e-Commerce between APEC members and a temporary operating group installation to discuss Internet economic issues were also approved in this meeting.

아태 중소기업 가치사슬 연구 사업 본격 추진…APEC각료회의 개최
우리나라가 제안한 중소기업 글로벌 가치사슬 연구 사업이 아시아?태평양경제협력체(APEC) 차원에서 추진된다. 거대 경제구역인 아태 자유무역지대(FTAAP) 실현을 위한 논의도 한발 더 앞으로 나아갔다.
한국을 포함한 APEC 21개 회원국 통상?외교 장관들은 7~8일 이틀간 중국 베이징에서 제26차 APEC 합동각료회의를 개최했다. 우리 측은 윤상직 산업통상자원부 장관과 윤병세 외교부 장관이 공동 수석대표로 참석했다.
각료회의는 ‘아태 파트너십을 통한 미래 형성’을 주제로 △지역경제통합 증진 △혁신적 발전?경제 개혁?성장 촉진 △포괄적 연계성 및 인프라 개발 강화 등 3대 중점과제를 집중 논의하고, 이를 담은 성명서를 채택했다.
회원국들은 FTAAP 실현을 위한 베이징 로드맵에 합의했다. 시기는 구체화하지 않았으나 ‘조속한 실현(as early as possible)’을 목표로 단계적인 접근 지침을 마련하기로 했다.
먼저 오는 2016년 말까지 공동 전략연구를 수행하고, 역내 지역무역협정 정보 공유 메커니즘을 강화하기로 했다. 한국이 주도하는 지역경제통합 역량강화사업(CBNI)도 지속 추진하기로 했다. CBNI는 회원국의 FTA 역량 격차 완화를 목적으로 진행중인 사업이다.
이와 맞물려 APEC 회원국은 우리 정부가 지난 5월 제안한 ‘주요 산업의 중소기업 글로벌 가치사슬(GVC) 참여 연구’ 사업도 최종 승인했다. 주요 산업별로 산학연관이 참여하는 포럼을 구성해 역내 대?중소기업간 협력을 활성화하는 사업이다. 전기전자 업종은 우리나라가, 자동차와 헬스케어는 필리핀?말레이시아와 미국이 각각 주도한다.
지난해 협상 실패 이후 소강 상태에 빠졌던 정보기술협정(ITA) 품목 확대 원칙도 재확인됐다. ITA 개정은 기술과 시장 변화 추이에 맞춰 IT 분야 비관세 품목을 확대하는 것이다. 세계무역기구(WTO) 차원에서 추진되고 있으나 미국과 중국 등의 이견이 좁혀지지 않아 고착된 상태다.
APEC 각료들은 ITA 확대 협상이 상업적으로 의미있고 균형된 결과로 최대한 조속히 타결돼야 한다는데 의견을 모았다. 윤상직 장관도 ITA 확대 협상의 조속한 타결을 강조하고, “최종 품목 리스트에 IT제품을 포함해 상업적으로 의미 있으면서, 참여국 이익을 균형있게 반영하도록 회원국들이 리더십을 발휘해야 한다”는 의견을 내놓았다.
APEC 회원국간 전자상거래를 활성화기 위한 혁신?발전 연구센터 설립을 권장하는 발전 구상과 인터넷 경제 이슈를 논의하는 임시 운영그룹 설치 계획 등도 이번 회의에서 함께 승인됐다.
