After the Korea-Peru FTA went into effect, Korean exports to Peru increased a great deal, and its share of the Peruvian import market continues to be greater than that of Japan.

The Institute for International Trade of the Korea International Trade Association analyzed the effects of the Korea-Peru FTA on its second anniversary. The results showed that Korea’s exports to Peru went up 11.6% during the two years of the Korea-Peru FTA. This figure was far greater than the country’s export increase rate of 2.2% during the same period.

During the same period, Korea’s imports from Peru rose 4.4%, and the bilateral trade increased 7.5% to $6.13 billion.

As exports rose more steeply than imports, Korea’s trade deficit against Peru has improved a great deal since the FTA took effect. Prior to the Korea-Peru FTA, the deficit was $0.62 billion, but the figure dwindled to $0.38 billion in the second year after the FTA.

Peru’s ranking in the country’s exports rose from 66th in 2008 to 34th in 2013.

Also, after the Korea-Peru FTA, Korea outstripped Japan in the Peruvian import market.

One year before the FTA went into effect (August 2010 - July 2011), Korea’s share of the Peruvian import market was 3.64% behind Japan (3.77%), but one year after the FTA it rose to 3.87%, getting ahead of Japan (3.60%). Two years afterwards, Korea’s share increased to 3.88%, whereas Japan’s market share dropped to 3.45% despite the effectuation of the Japan-Peru FTA (March 2012).

Itemwise, during the past two years, exports of color TVs (which rose 68.1% in 2 years) and TV monitors (80.0%) greatly increased as the high customs duty of 9% was eliminated immediately after the FTA went into effect. Exports of mid-size passenger cars (30.4%), compact cars 1,000cc or smaller (89.9%), copper cables (39.9%) and refrigerators (42.3%) greatly increased as well.

“As Peru’s economy is developing rapidly, infrastructure demands are sharply increasing and the domestic market is expanding as well,” said Moon Byeong-gi, a researcher at the Institute for International Trade of the Korea International Trade Association. “We must make efforts to extend the FTA effects to promising industries like infrastructure, construction, automobiles, consumer electronics, drugs and medical devices.”

한?페루 FTA 2년, 페루시장 점유율 일본 앞서

한?페루 FTA 발효 이후 우리나라의 페루 수출이 큰 폭으로 증가하고, 수입시장 점유율도 일본에 대한 우위를 지속하는 것으로 분석됐다.

한국무역협회 국제무역연구원이 한?페루 FTA 발효 2주년을 맞아 효과를 분석한 결과, 한?페루 발효 2년간 페루에 대한 수출은 11.6% 증가했다. 같은 기간 우리나라 수출증가율 2.2%에 비해 크게 높았다.

같은 기간 수입은 4.4% 증가하고 양국 간 교역량은 7.5% 증가한 61억3000만달러에 달했다.

수출이 수입 보다 더 빠르게 증가해 FTA 발효 이후 페루 무역수지적자도 큰 폭으로 개선됐다. FTA 발효전에는 적자폭이 6억2000만달러였으나 발효 2년차에는 3억8000만달러로 줄었다.

우리 수출에서 페루가 차지하는 순위도 2008년 66위에서 2013년 들어 34위로 상승했다.

또 한?페루 FTA 발효 이후 페루 수입시장에서 경쟁국인 일본도 앞질렀다.

FTA 발효 1년 전(2010년 8월∼2011년 7월) 페루 수입시장에서 우리나라 점유율은 3.64%로 일본(3.77%)보다 뒤졌으나, 발효 1년 후에는 3.87%로 증가해 일본(3.60%)보다 앞섰다. 2년차에는 우리나라 점유율이 3.88%로 상승한 반면, 일본은 일?페루 FTA 발효(2012년 3월)에도 불구하고 시장점유율이 3.45%로 하락했다.

품목별로는 지난 2년간 컬러TV(2년 간 68.1% 증가), TV모니터(80.0%) 등은 9%의 높은 관세가 발효 즉시 철폐됨에 따라 수출이 크게 늘었다. 중형 승용차(30.4%), 1000cc이하 소형차(89.9%), 동케이블(39.9%), 냉장고(42.3%) 등도 크게 증가했다.

문병기 무협 국제무역연구원은 “페루는 빠른 경제발전에 따라 인프라 수요가 급증하고 내수시장도 확대되고 있다”며 “인프라?건설, 자동차, 소비가전, 의약품?의료기기 등 유망산업에 대한 FTA 효과가 확대되도록 힘써야 한다”고 덧붙였다.
