New changes are forecast in Korea’s trade policies as Korea secured a basis for FTA conclusion with the world’s top three economic blocs, the U.S., EU and China. While Korea focused on broadening ‘economic territory’ under the principle of open and simultaneous negotiation in the past, the effort for qualitative supplementation to maximize the effects of FTA is important now.

The Korean government marked a new era in its trade policy by declaring a substantial FTA settlement with China on the 10th. Korea’s economic territory expansion policy is producing outcomes in around ten years since the establishment of a roadmap containing open and simultaneous FTA promotion strategies during Roh Mu-hyeon administration in 2003. As FTA conclusion with China is visualized following the U.S. and EU, Korea is soon to form a gigantic economic bloc. The FTA with China, which has a GDP of $9.24 trillion and represents 12% of the global GDP, holds significance that the world’s key economic blocs have all been transferred into Korea’s FTA network.

Korea is the second in the world following Chile to conclude FTA with all of the U.S., China and the European Union (EU).

Starting with Chile in 2004, Korea has been concluding and effectuating FTAs with a total of 46 countries so far. Korea’s FTA partners include the U.S., EU and the Association of Southeast Asian Nations (ASEAN). As for the three FTAs with Columbia, Australia and Canada, negotiations have been settled and thus effectuation is soon to take place. With the settlement of the Korea ? China FTA, Korea’s FTA partners have increased to 50 countries.

Korea ? China FTA is Korea’s 13th FTA concluded. The FTAs Korea has entered into with 50 countries include those with international alliances, such as EU and ASEAN, rather than individual countries. Therefore, the Korea ? China FTA becomes the 13th FTA for Korea. The total GDP of 50 countries is 73% of the global GDP. Accordingly, Korea has become a country holding the world’s second largest economic block following Chile (78%) by defeating the previously second-ranking Mexico (64%).

Currently, the Korean government is negotiating for or reviewing additional FTAs with 14 countries. Negotiations with New Zealand and Vietnam are in a most progressed state and the agreements are forecast for settlement within the year. When agreements currently in the process of negotiation, such as the Korea ? China ? Japan FTA and Regional Comprehensive Economic Partnership (RCEP), are settled, Korea’s economic territory is forecast to increase to over 80% of the global GDP.

As the policy for economic territory expansion has been progressed to a degree, it is being pointed out that Korea needs to exert greater efforts on follow-up measures to maximize outcomes of the previously concluded FTAs. In fact, as for the Korea ? China FTA, a difficult under-the-table battle to secure benefits by even the slightest bit is inevitable until official signing of the written agreement. In terms of the previously concluded FTAs, government-level supporting policies to increase benefits for Korea’s exporting companies are continuously required.

Many people have expressed concerns that the Korean government must strive to increase outcomes from the expanded economic territory rather than continuing to simply broaden economic territory as it has been doing so far.

A government insider said, “By taking the Korea ? China FTA as a momentum, we will continue on our economic territory expansion and, at the same time, will strengthen policies to maximize the effects of FTA conclusion.”

[이슈분석]경제영토 확장정책 결실…성과 확대 노력도 강화해야

우리나라가 미국?EU?중국 세계 3대 경제권 모두와 FTA 체결 기반을 마련하면서 향후 통상정책에 새로운 변화가 예상된다. 지금까지 개방형?동시다발적 협상 원칙 아래 ‘경제영토’를 넓히는데 치중했다면 이제는 FTA 효과를 극대화하는 질적인 측면의 보완 노력도 중요해졌다.

한국 정부는 10일 중국과 FTA 실질적 타결 선언으로 통상정책에 한 획을 그었다. 지난 2003년 노무현 정부 시절 개방형?동시다발적 FTA 추진 전략을 담은 로드맵이 만들어진 이래 10여년 만에 경제영토 확장정책이 빛을 보고 있다. 미국과 EU에 이어 중국과 FTA 체결을 가시화하면서 거대 경제권 형성을 눈앞에 뒀다. GDP가 9조2400억 달러로, 세계 GDP의 12%를 차지하는 중국과 FTA는 주요 거대 경제권을 모두 우리나라 FTA 네트워크 안에 모두 편입시켰다는 의미도 지닌다.

미국, 중국, 유럽연합(EU)과 모두 FTA를 맺은 국가는 우리나라가 칠레에 이어 세계 두 번째다.

한국은 2004년 칠레를 시작으로 총 46개국과 FTA를 체결, 발효돼 있다. 미국과 EU, 동남아국가연합(아세안) 등도 여기에 속한다. 한?콜롬비아, 한?호주, 한?캐나다 FTA 등 3개 FTA는 협상이 타결돼 발효를 기다리고 있다. 이날 중국과 FTA가 타결되면서 우리나라의 FTA 상대국은 50개 국가로 늘어났다.

한중 FTA는 우리나라가 체결한 13번째 FTA다. 50개 나라와 체결한 FTA 중에 EU와 아세안 등 개별국이 아닌 국가 연합체 단위로 맺은 FTA가 포함돼 있기 때문에 횟수로 따지면 13번째가 된다. 50개 국가의 GDP 총합은 전 세계 GDP의 73%에 달한다. 이에 따라 우리나라는 칠레(78%)에 이어 세계 2위의 경제영토를 보유한 국가로 올라섰다. 기존 2위였던 멕시코(64%)를 제쳤다.

현재 우리 정부는 추가로 14개국과 FTA 협상을 진행 중이거나 검토 중이다. 뉴질랜드?베트남과의 협상이 가장 구체화된 상태로 연내 타결이 예상된다. 이밖에도 한중일 FTA와 역내포괄적경제동반자협정(RCEP) 등 협상이 진행 중인 협정까지 타결되면 경제영토가 80%를 돌파할 것으로 전망된다.

경제영토 확장정책이 어느 정도 진척된만큼 이제부터는 우선 체결된 FTA의 성과를 극대화하기 위한 후속 조치에 더 많은 힘을 쏟아야 한다는 지적도 나온다. 실제로 한?중 FTA만해도 실제 협상문 정식서명까지 조금이라도 더 얻고, 지키려는 지난한 물밑 싸움이 불가피하다. 앞서 체결된 FTA 역시 우리 수출기업이 얻는 혜택을 늘리려면 범 정부 차원의 지속적 지원정책이 필수적이다.

단순히 경제영토를 넓히는 것에 머물지 말고, 확장된 경제영토에서 그만큼의 수확을 올리는 노력이 필요하다는 목소리가 높다.

정부 관계자는 “한?중 FTA 체결을 계기로 경제영토 확장을 이어가는 한편 FTA 체결 효과를 극대화하는 정책도 강화하겠다”고 전했다.
