The technology for national disaster safety communication network project (“disaster network”), which had been delayed in implementation over ten years, was confirmed as long-term evolution (LTE).

On the 31st, the Ministry of Science, ICT and Future Planning (MSIP) announced the selection of LTE as a technology for the next-generation disaster network following a national policy coordination meeting held inside the Government Complex Sejong. To LTE, disaster network functions, such as group call, direct communication between terminals and independent base station, will be added.

MSIP explained that the frequency necessary in disaster network implementation is 20MHz (LTE-FDD) of 700MHz bandwidth. Frequency allocation will be finalized through a deliberation by Frequency Deliberation Committee of the Office for Government Policy Coordination.

The government plans to establish detailed project plans by the yearend and then to commence a pilot project by selecting a project implementer early next year. It has set out a plan to promote the project in a method to have the preliminary feasibility study exempted. As for the budget, a total of around KRW 2 trillion will be invested over ten years. Considering importance of the case, national finance will preferentially be used rather than private investment or funds from local governments.

“We will make use of a clause in the National Finance Act prescribing that urgent cases, such as those concerning disasters, can be exempted of preliminary feasibility study with consent from the Standing Committee of the National Assembly,” said Gang Seong-ju in charge of MSIP Disaster Network TF. He forecast, “A budget of around KRW 2 trillion will be necessary over ten years.”

As the disaster network technology was selected, the Ministry of Security and Public Administration (MoSPA) will start disaster network information strategy planning (ISP) in the second half of the year. When the plan is established by the yearend, pilot project implementer will be selected early in 2015 and a pilot network will be built in areas including Pyeongchang.

Then the main project implementer will be selected and a nationwide network implementation will be started. Following implementation, the network operation will be handled by the Ministry of National Security to be installed in the future. In the course of project implementation, integration between KORAIL’s railway network, which is being established with LTE, and ‘e-navigation (communication network for the littoral sea)’ of the Ministry of Oceans and Fisheries, will be promoted.

In addition, the government plans to secure economic value and to maximize the efficiency of frequency use by applying common carriers’ commercial network infrastructures to base station installation and shadow area reduction.

Although the project was initiated out of necessity for a disaster network following the subway disaster in Daegu in 2003, the government has not been able to implement the project due to issues concerning technology for the network. As the project was reinitiated in 2010, MoSPA selected candidates for the disaster network technology (WiBro and terrestrial trunked radio) and carried out a preliminary feasibility study. However, it has practically been left unattended to as the derivation of study results was delayed.

MSIP took over the role of technology selection following the Sewol Ferry disaster in the first half of this year and decided on LTE for national disaster network in only two months since it began reexamination.

11년 끈 재난망, 세월호 참사 이후 `LTE?700㎒`로 두 달만에 결론

10년 넘게 끌어온 국가재난안전통신망(재난망) 사업의 기술 방식이 롱텀에벌루션(LTE)으로 확정됐다.

31일 미래창조과학부는 정부 세종청사에 개최된 국가정책조정회의를 거쳐 차세대 재난안전통신망(이하 재난망) 기술방식을 LTE로 선정했다고 밝혔다. LTE에 그룹통화, 단말 간 직접 통신, 단독기지국 등 재난망 기능이 추가된다.

미래부는 재난망 구축에 필요한 주파수를 700㎒ 대역 20㎒(LTE-FDD 방식)라고 밝혔다. 주파수 할당은 향후 국무조정실 주파수 심의위원회 심의를 거쳐 최종 확정된다.

정부는 연말까지 구체적인 사업계획을 수립한 후 내년 초 사업자를 선정해 시범사업에 들어갈 예정이다. 예비타당성조사를 면제 받는 방식으로 사업을 추진할 계획이다. 예산은 10년간 총 2조원가량을 투입할 방침이다. 사안의 중요성을 고려해 지방자치단체 재정이나 민간 투자를 활용하지 않고 국가 재정을 우선 활용한다.

강성주 미래부 재난망 TF팀장(정보화전략국장)은 “재난 등 시급한 사항이면 국회 상임위의 동의를 얻어 예타를 면제 받는 국가 재정법 조항을 활용할 것”이라며 “10년간 2조원가량 예산이 필요할 것”으로 내다봤다.

재난망 기술 방식이 선정됨에 따라 하반기부터 안전행정부는 재난망 정보화전략계획수립(ISP) 마련에 돌입한다. 연말까지 계획 수립이 완료되면 2015년 초 시범 사업자 선정을 거쳐 평창 등에 시범망을 구축한다.

이후 본 사업자를 선정하고 본격적인 전국망 구축에 들어간다. 구축 이후 망 운영은 신설되는 국가안전처가 맡을 예정이다. 구축 과정에서 철도청이 LTE 방식으로 추진 중인 철도망과 해수부의 ‘e내비게이션(연근해 통신망)’ 통합을 추진할 방침이다.

또 음영지역 해소와 기지국 설치 등에 통신사 상용망 인프라를 활용해 경제성 확보와 주파수 이용 효율도 극대화할 계획이다.

정부는 지난 2003년 대구지하철 참사 이후 재난망 필요성이 제기되자 사업을 시작했지만 기술방식 등 논란이 불거지며 사업을 실현하지 못했다. 2010년 사업이 재추진되며 안행부가 기술방식 후보(와이브로, 테트라)를 선정하고 예비타당성 조사까지 진행했지만 결과 도출이 늦어지는 등 사실상 방치됐다.

미래부는 올 상반기 세월호 참사 이후 기술선정 역할을 넘겨받고 원점 재검토에 돌입한 지 두 달 만에 LTE로 결정했다.
