‘Samsung of management.’ This expression sums up the potential of a global enterprise Samsung Electronics (SEC). Its organic management system, which predicts what will happen and effectively responds to crises, has been eulogized successively. The responsible management by business division and control system have led a gigantic corporation with annual sales of KRW229 trillion and 290,000 employees.

But as the earning shock became a reality, its management failure to manage the crisis that the company was aware of is on the chopping blocks. The consensus is that SEC’ Q2 earning shock is attributed to the fact that SEC’s ability to accurately predict the market and manage crisis was not exercised properly. In particular, the IT & Mobile Communications (IM) Division, the source of the earning shock anticipated the deterioration of marketability, but failed to come up with appropriate countermeasures or renovation plans.

At the IR session of last April, Lee Myeong-jin, executive VP of SEC, predicted, “The Q2 smartphone sales will slightly increase over Q1.” As the Q1 sales were estimated to be about 85 million units, SEC was forecast to sell 88 million~90 million smartphones in Q2. However, the industry forecasts that SEC’s Q2 smartphone sales will be about 77 million units just below 80 million. Tablet PC sales will also be reduced by more than 3 million units from the estimate. SEC’s market forecast, which has had a reputation for accuracy, blatantly went wide of the mark.

◇Helpless though SEC anticipated the deterioration of the market

The dominant view is that not only its market forecast, but also its countermeasures were not precise. SEC forecast in the ‘business information session report for Q4 2013’ published earlier this year that, as an increasing number of feature phones and smartphones would be replaced, product and price competition would intensify. The report said that customer needs would be diversified in the mid-to high-priced market and manufacturers would be working hard to take this into account. Price competition for tablet PCs was also forecast to become tougher.

Last April SEC predicted that the off-season would continue in the cell phone market. The prediction was that demands would increase in new markets, but manufacturers would release an increasing number of new models, intensifying competition. SEC forecast that the growth rate of tablet PCs would slow down and competition would become fiercer due to diversified lineups.

After all, though SEC anticipated the diversification of high-end requirements, tough competition in the mid-to low-priced market and the continuation of the off-season, it failed to respond appropriately, and could not do anything about its worsening performance. It means that SEC failed to prepare a ‘rival horse’ against competitive products that can captivate customers. The Galaxy S5 sales failing to meet expectations is the proof.

In the mid-to low-priced smartphone segment, SEC diversified its lineup to counter Chinese makers to no avail. Competitors’ aggressive pricing policy increased SEC’s distribution channel inventory, and led to increased marketing costs to alleviate the inventory problem. In a word, experts say ‘SEC predicted, but failed to respond properly.’

◇ Scenario management didn’t work.

“In general Q1 is an off-season in the smartphone market. So most manufacturers’ shipments tend to decline, but SEC increased shipments in China and Europe in Q4 2013,” said Lee Seung-woo, an IBK Securities researcher. “Consequently, the Q1 performance was improved, but the poor sell-through (actual quantity sold to consumers) boomeranged in Q2.”

It is pointed out that SEC increased shipments to distributors because its understanding and prediction of the market situation was not accurate. Excessive confidence in the ‘Galaxy S’ brand, inadequate analysis of competitors and failure to understand consumer requirements resulted in the worse performance of Q2.

“When it comes to mid-to low-priced products, an increasing number of Chinese consumers think that competitive products like Xiaomi are not inferior at all,” said Lee Seung-woo. “After all, excessive push quantity in the off-season and underestimation of Chinese makers led to reduction of operating profits.”

Some point out that excessive confidence blunted the ability to make accurate predictions. An industry insider said sarcastically, “SEC thought it was Apple.” It means that SEC thought all products with the Galaxy S mark would sell anywhere.

◇Failed personnel reshuffle and organizational conceit invited the disaster.

The crisis of the IT & Mobile Communications (IM) Division of SEC is attributed to many factors besides the absence of accurate prediction. One of them is that creative thinking and innovation are disappearing as tension is reduced among the executives of the IT & Mobile Communications (IM) Division who enjoyed promotions for several years. If the company sticks with existing manpower and methods, innovation will be a long way off. More people were promoted in the IM Company last year than in other companies of SEC.

“It is all right to reward good performers, but they blew their own horn,” said a mobile carrier industry insider. “The Samsung Group sent ex-SEC executives to the top positions of its affiliates under the pretext of spreading the SEC DNA to all its affiliates, but it was nothing more than distribution of honors.”

“For SEC to continuously lead the market as a global enterprise, it must focus on identifying new items comparable to the smartphones,” said Prof. Chang Se-jin, Graduate School of Business Administration of KAIST. “However, SEC worries that it cannot find any new growth engine righ away.”

“One of the strengths of SEC is ‘speed,’ i.e. the ability to seize an opportunity faster than others. For this strength to work, ‘creativity’ for the sake of change is necessary,” said Prof. Chang. “Since creativity and speed do not come together, however, ‘Samsung of management’ needs to change as well.”

[이슈분석]‘관리의 삼성’ 위기 알고도 관리가 안 된다

‘관리의 삼성.’ 글로벌 기업 삼성전자의 저력을 압축적으로 표현하는 말이다. 상황을 미리 예측하고 위기에 효과적으로 대처하는 유기적인 경영 시스템에 찬사가 이어졌다. 사업 부문별 책임경영과 컨트롤타워 시스템이 연 매출 229조원, 임직원 29만명의 거대 기업을 이끌어왔다.

그런데 어닝쇼크가 현실화되자 위기를 알고도 제대로 관리하지 못한 경영 실패가 도마에 올랐다. 삼성전자의 2분기 어닝쇼크는 정확한 시장 예측과 위기관리 능력이 제대로 발휘되지 않았기 때문이라는 분석이다. 특히 어닝쇼크의 진원지인 IM부문 무선사업부는 시장성 악화를 예상하고도 적절한 대비책이나 혁신안을 마련하지 못했다는 지적이다.

지난 4월 기업설명회(IR)에서 이명진 삼성전자 전무는 “2분기 스마트폰 판매량이 1분기보다 다소 늘어날 것”으로 예측했다. 1분기 판매량이 8500만대 수준으로 추정되기 때문에 2분기에는 8800만~9000만대 수준의 성과를 낼 것으로 전망됐다. 하지만 업계가 예측하는 2분기 스마트폰 판매량은 8000만대를 밑도는 7700만대 정도다. 태블릿PC 역시 예상치보다 300만대 이상 줄어들 것으로 보인다. 정확한 예측으로 정평이 높던 삼성전자의 시장 전망이 어처구니없이 빗나간 셈이다.

◇시장 악화 예상하고도 속수무책

시장 예측뿐만 아니라 대응책 마련도 정교하지 못했다는 평가가 지배적이다. 삼성전자는 올해 초 내놓은 ‘2013년 4분기 경영설명회 보고서’에서 피처폰과 스마트폰 교체가 늘어나면서 제품과 가격 경쟁이 심화될 것으로 전망했다. 중고가 시장에서 고객 요구사항이 다변화되며 이를 반영하기 위한 제조사 움직임이 활발하다고 분석했다. 태블릿PC 역시 가격경쟁 심화를 예상했다.

지난 4월에는 휴대폰 시장의 비수기가 지속될 것으로 내다봤다. 신흥시장 중심으로 수요가 늘겠지만 업체 간 신모델 확산 등 경쟁이 심화된다고 점쳤다. 태블릿PC는 성장세 둔화 속에 업체별 라인업 다변화로 경쟁이 치열해질 것으로 전망했다.

결국 하이엔드급의 요구사항 다양화와 중저가 시장의 치열한 경쟁, 비수기 지속 등을 예상하고도 이에 제대로 대처하지 못하면서 실적 악화에 속수무책일 수밖에 없었다는 분석이다. 고객을 잡아 끌 수 있는 경쟁 제품의 ‘대항마’ 마련에 실패했다는 얘기다. 갤럭시S5 판매가 기대에 못 미친 것이 이를 대변한다는 지적이다.

중저가 스마트폰 부문에서도 중국 업체에 대응하기 위해 라인업을 다양화했지만 제대로 먹혀들지 않았다. 경쟁사의 공격적 가격 정책은 삼성전자 유통 채널 재고를 늘렸고 이를 해소하기 위한 마케팅 비용 증대로 이어졌다. 한마디로 ‘예측은 했지만 제대로 대응하지 못했다’는 게 전문가들의 평가다.

◇시나리오 경영 작동 안 돼

이승우 IBK투자증권 연구원은 “일반적으로 1분기는 스마트폰 시장의 비수기라서 대부분 제조사의 출하량이 줄어드는데 삼성전자는 지난해 4분기 대비 중국과 유럽의 출하량을 늘렸다”며 “결과적으로 1분기 실적은 개선됐지만 셀 스루(실제 소비자에 팔린 양)가 많지 않았던 것이 2분기 부메랑으로 돌아왔다”고 말했다.

삼성전자가 유통업체에 출하량을 늘린 것은 시장 상황 파악과 예측이 정확하지 못했기 때문이라는 지적이다. ‘갤럭시S’ 브랜드에 대한 지나친 자신감, 경쟁업체에 대한 분석과 소비자 요구 파악 미비 등이 2분기 실적 악화를 불러왔다는 설명이다.

이 연구원은 “중저가 제품의 경우 중국 소비자를 중심으로 샤오미 같은 경쟁사 제품이 전혀 뒤지지 않는다는 인식이 확산되고 있다”며 “결국 비수기인데도 밀어내기 물량이 지나치게 많았고 중국 업체를 과소평가한 것이 영업이익 감소로 이어졌다”고 말했다.

지나친 자신감이 정확한 예측 능력을 무디게 만들었다는 지적도 나왔다. 업계 한 관계자는 “삼성전자는 스스로가 애플인 줄 알았던 것”이라고 비꼬았다. 갤럭시S 마크가 찍힌 제품이라면 어디서나 통용될 줄로 알았을 것이라는 얘기다.

◇인사 실패에 조직 자만도 화 불러

삼성전자 무선사업부의 위기는 정확한 예측 부재 외에도 여러 요소에서 기인한다. 수년 간 지속되는 무선사업부 임원의 승진 잔치 속에 인사 긴장감이 저하되면서 창조적 발상과 혁신이 사라지고 있다는 우려도 그 중 하나다. 기존 인물과 기존 방식만 고수하게 되면 혁신은 요원해진다. IM부문은 지난해 타 사업부에 비해 승진자를 유독 많이 배출했다.

통신업계 한 관계자는 “잘한 부분에 대해서 보상을 해주는 것은 맞는 일이지만 자화자찬에 안주하는 부작용도 나왔다”며 “삼성그룹은 삼성전자 DNA를 전 계열사에 확산시킨다는 명목으로 전자 출신 임원을 각 계열사 최고경영자로 이동시켰는데 이 역시 논공행상에 불과했다”고 지적했다.

장세진 KAIST 경영대학원 교수는 “삼성전자가 앞으로도 글로벌 기업으로 시장을 리드하기 위해서는 스마트폰에 비견될 만한 새로운 아이템 발굴에 집중해야 한다”며 “하지만 당장 눈에 띄는 확실한 신수종 사업이 없는 게 삼성전자의 고민거리”라고 진단했다.

장 교수는 “삼성전자의 장점 중 하나는 남보다 빨리 치고 나갈 수 있는 ‘스피드’인데 이 장점이 통하기 위해선 변화를 위한 ‘창의력’이 필요하다”며 “하지만 창의력과 스피드를 동시에 갖출 수 없기 때문에 ‘관리의 삼성’에도 변화가 필요하다”고 충고했다.
