The scale of investment in public ICT equipments this year was estimated to be KRW8,503 billion. Computing equipments, such as servers, represented the largest share of 70%. By ordering organization, the business scale of public organizations was investigated to be larger than that of central administrative organization. As for local autonomous governments, the budget was found not as big as the quantity of orders.
On the 29th, the Ministry of Science, ICT and Future Planning (MSIP) announced the results of ‘Public ICT Equipments Demand Forecast for 2014’ as above.
This is the first time the government investigated and announced equipments demand in public sector. According to the Special Act on ICT Promotion and Convergence Activation, etc. (ICT Special Act) put into effect in February, the government conducted a demand forecast survey for computing, network and broadcasting equipments targeting 2,133 public organizations.
According to the survey, of total ICT equipments market scale of KRW850.3 billion, implementation businesses including equipments purchase and maintenance businesses accounted for 86.2% and 13.6% with a scale of KRW732.9 billion and KRW115.7 billion respectively. The total budget for ICT equipments purchase is KRW520.7 billion and this figure is broken down into KRW364.4 billion for computing equipments (70%), KRW119.6 billion for network equipments, such as switch (23%) and KRW36.7 billion for broadcasting equipments, such as video equipments (7%).
In the computing field, the scale of server purchase, storage purchase and backup equipments purchase was investigated as KRW134.3 billion (36.8%), KRW63.2 billion (17.4%) and KRW14.6 billion (4%) respectively. The amount of budget for other office equipments, such as personal computers, was found as KRW152.3 billion (41.8%). In the network field, the scale of security equipments purchase demand was estimated as KRW49.3 billion, which is 41.3% of total demand, according to an increase in security demand. As for broadcasting equipments purchases, video equipments represented the biggest share of 66% (KRW24.3 billion).
By ordering organization, the scale of ICT equipments business of public organizations is the largest at KRW371.1 billion (43.6%). It was followed by central administrative organizations with a scale of KRW289.5 billion (34.1%). As for local autonomous governments, the number of businesses was 1,693, which are almost half the total count. However, the scale of business budget was found to be the smallest at KRW189.7 billion. The average business scale by ordering unit is approximately KRW110 million.
The purpose of ICT equipments industry demand forecast is to provide ICT equipments business plans and demand information to small and medium-scale companies so as to assist the companies in preparing for technology development and production systematically. MSIP plans also to promote an investigation on long-term purchases and contracts as well as equipments use status in preparation for the demand forecast. It has also set out a policy to move up the date of investigation result announcement to the first quarter.
“Starting with the demand forecast system, we will exert the utmost for the growth of equipments industry by making the maximum use of various systems, such as the contract status survey,” said MSIP Information and Communications Industry Director Park Yun-gyu at the presentation held in Nuritcum Square in Sangam-dong. “We will investigate equipments purchase and use status according to the purport of the demand forecast system, and thus will contribute to the industry activation.”

올해 공공 분야 정보통신(ICT) 장비 투자규모가 8503억원에 이를 것으로 집계됐다. 서버를 비롯한 컴퓨팅 장비가 70%로 가장 큰 비중을 차지했다. 발주 기관별로는 중앙행정기관보다 공공기관 사업 규모가 더 크며 지방자치단체는 발주 수량에 비해 사업 예산은 크지 않은 것으로 나타났다.
미래창조과학부는 이 같은 내용을 골자로 하는 ‘2014 공공부문 ICT 장비사업 수요예보’ 조사결과를 29일 발표했다.
정부가 공공부문 장비 수요를 조사해 발표한 것은 이번이 처음이다. 지난 2월 시행된 ‘정보통신 진흥 및 융합 활성화 등에 관한 특별법(이하 ICT특별법)’에 따라 2133개 공공기관을 대상으로 컴퓨팅, 네트워크, 방송장비의 수요예보가 실시된 것이다.
조사에 따르면 공공 분야 전체 ICT 장비 시장규모 8503억원 중 장비구매를 포함한 구축사업이 86.2%인 7328억원, 유지보수사업이 13.6%인 1157억원을 차지했다. 순수 ICT 장비 구매 예산은 총 5207억원으로 컴퓨팅 장비 3644억원(70%), 스위치 등 네트워크 장비 1196억원(23%), 영상장비 같은 방송장비가 367억원(7%)으로 집계됐다.
컴퓨팅 영역에서는 서버 구매가 1343억원(36.8%), 스토리지 632억원(17.4%), 백업장비 146억원(4%) 순으로 나타났으며 PC 등 기타 사무장비는 1523억원(41.8%)으로 조사됐다. 네트워크 분야에서는 보안 수요 증가로 보안장비 구매 수요가 전체의 41.3%인 493억원으로 예상됐다. 방송장비 구매 계획에서는 영상장비가 가장 큰 비중인 66%(243억원)를 차지했다.
발주 기관별로는 공공기관 ICT장비사업 규모가 3711억원(43.6%)으로 가장 많은 비중을 차지했다. 중앙행정기관이 2895억원(34.1%)으로 뒤를 이었다. 지방자치단체는 사업 수가 1693개로 전체 사업의 절반을 차지할 정도로 많았지만 사업 예산 규모는 1897억원으로 가장 적었다. 발주단위별 평균 사업 규모는 약 1억1000만원이다.
ICT 장비사업 수요예보는 공공 분야 ICT 장비 사업 계획과 수요 정보를 중소기업에 제공해 기술개발과 생산을 계획성 있게 준비하도록 하는 게 목적이다. 미래부는 수요예보 대비 장비구매와 계약, 사용 현황 조사도 추진할 계획이다. 조사 발표 시기도 1분기로 앞당긴다는 방침이다.
박윤규 미래부 정보통신산업과장은 상암동 누리꿈스퀘어서 열린 설명회에서 “수요예보제를 시작으로 계약현황조사 등 다양한 제도를 최대한 활용해 장비 업계가 성장할 수 있도록 최선을 다할 것”이라며 “앞으로 수요예보제의 취지에 맞게 장비구매와 현황을 조사해 산업 활성화에 기여하도록 하겠다”고 말했다.
