Number 1 candidates of proportional representative from 3 government parties that were elected on general election (election of National Assembly), which took place on the 13th of April, requested reinforcement of ICT (Information Communication Technology) and scientific technology control tower. They all insisted that South Korean Government needs to establish a deputy prime minister for ICT and vitalize economy and create employments that are tasks that it is facing right now.

Song Hee-kyung of Saenuri Party, Park Kyung-mi of The Minjoo Party of Korea, and Shin Yong-hyun of The People’s Party, who were elected for National Assembly, made such announcements on the 15th after attending ‘20th Symposium for National Assembly ICT Industry Vitalization’ that was held by Electronic News on the 15th. These 3 elects all emphasized that bases to re-launch South Korea’s ICT and scientific technologies need to be prepared through cooperation from all parties regardless of difference in their politics.

These elects expresses expectations and worries towards President Park Gun-hye’s government on policies of ICT and scientific technologies that are based on Ministry of Science, ICT and Future Planning (MSIP) at the same time. “It was well-timed for South Korean Government to graft scientific technologies and ICT.” said Shin Yong-hyun of The People’s Party. “However South Korean Government lacked politics that South Korean citizens can actually feel by focusing on performance-based work such as Center for Creative Economy and Innovation.”

“South Korean Government only put out a sign for Center for Creative Economy and Innovation and never discussed about contents and performance.” said Park Kyung-mi of The Minjoo Party of Korea. “Loss of growth of South Korean economy is focused only on few things and many talented people left to foreign countries.”

Although Song Hee-kyung of Saenuri Party acknowledged that President Park Gun-hye’s government was insufficient in a process of executing its politics, she emphasized that people need to still recognize its performance from ICT politics by saying that it was positive for South Korean Government to move from hardware (HW) towards software (SW).

“Although it was meaningful that South Korean Government established MSIP so that it can act as a control tower, there were dividers between departments and processes were executed based on performance.” said Song Hee-kyung. “All of industries, administrations, and national defense are connected to ICT. There has to be a deputy prime minister for ICT like education and economy or there has to be that much authority for a person in charge.”

“ICT that had laid groundwork since governments that were led by President Kim Dae-joong and President Noh Moo-hyun has played an important role for South Korea.” said Park Kyung-mi. “Control tower is needed whether it be a deputy prime minister for ICT or a deputy prime minister for scientific technology.”

“There is no way that other departments will listen to a someone with a level of department head.” said Shin Yong-hyun by placing MSIP’s Scientific Technology Strategy Headquarters, which is a level of department head, as an example. “Reorganization of expansion of roles is definitely needed.” He also clearly stated an importance for promotion of status by saying deputy prime minister is needed for either ICT or scientific technology.

Regardless in difference of politics, these elects all agreed that cooperation in ICT and scientific technology is needed between parties to vitalize South Korean economy and to create employments. “It is a must to focus on future businesses, new driving forces, and convergence of ICT regardless of politics that we abide to.” said Park Kyung-mi. “We will be able to prepare a beginning for cooperation between all parties since they are in neutral area of politics.”

“If we miss this golden time, it will be difficult to reorganize our industry and we will fall behind of China.” said Song Hee-kyung. She also aroused a necessity for active agreement between parties by saying that agreement between all parties is needed to develop our ICT industry.
