Authorities that order software projects can be relieved from a hardship in drawing up the budget for software projects because they may refer to the quantitative data of the similar software projects. Also, the budget administration can pre-determine the appropriateness of budget when reviewing the SW project budget. The quantified software project cost is expected to advance the estimation work.

Ministry of Science, ICT and Future Planning (MSIP) and Software Engineering Center had a presentation on the 2nd in COEX Conference Room in Seoul on ‘Software Project Information Repository (SPIR) and Technical Assistance for Software Project,’ focusing on the above items.

MSIP plans to utilize ‘Software Project Information Repository’ starting from compilation of budget for S/W projects in 2016. Software Project Information Repository (www.spir.kr) is the database used to collect, analyze and manage performance and result of software projects conducted by authorities of various levels. The government started from the last year to collect data to be utilized as objective and quantitative base in compiling budget for the national information structure project. Software Engineering Center, the authority that actually runs the repository, has collected 306 sets of software project information starting from last year.

The center explained that “the Repository provides the quantitative reference for establishment and compilation of budget for software projects. Public institutions can establish budget, calculate price and deduce requirements based on this information.” Especially, these references enable project owners to estimate the scale and cost of the project accurately, and solve the problems of low-price contract or excessive change of task.

MSIP plans to utilize the data from SPIR beginning from compilation of 2016 budget, and to expand application to all software projects, including maintenance projects.

MSIP also decides to run ‘Software Project Technical Assistance Center’ in addition to SPIR. The center will enhance the effectiveness of this policy by assisting the authorities in ordering and management of software in the public sector, and by helping the software developers to reduce additional cost.

“The government will estimate the software project cost systematically by applying analysis of the actual development cost estimated from the repository data to compilation of budget,” said Seo Seok-jin, Software Policy Director of MSIP. “The government will work hard to expand the reasonable software price policy that can be felt by the businesses.”

내년부터 SW사업비 산정 정량화된다

내년부터 소프트웨어(SW)사업 발주기관은 사업수행을 위한 적정예산 수립 고민을 크게 덜게 된다. 기존 유사 SW사업의 정량적 데이터를 참조해 사업예산을 책정할 수 있기 때문이다. 예산당국 역시 SW사업 예산 심의 시 금액 적정성을 사전에 판단하는 등 SW사업대가 산정의 선진화가 이뤄질 전망이다.

미래창조과학부와 SW공학센터는 2일 서울 코엑스 콘퍼런스룸에서 이 내용을 골자로 한 ‘SW사업정보 저장소 및 SW 발주기술지원 서비스’ 설명회를 개최했다.

미래부는 우선 2016년 SW사업 예산안 편성 시부터 ‘SW사업정보 저장소’를 활용할 방침이다. SW사업정보저장소(www.spir.kr)는 각급 기관의 SW사업 수행?실적 정보를 수집?분석?관리하는 지식데이터베이스(DB)다. 국가 정보화 사업예산 편성 시 대가산정에 객관적?정량적 근거로 활용하기 위해 지난해부터 데이터를 수집했다. 저장소 실무 운영기관인 SW공학센터는 지난해부터 지금까지 총 306건의 SW사업정보를 수집했다.

공학센터 측은 “저장소는 SW사업 예산 수립과 편성기준에 대한 정량적 근거를 제공한다”며 “공공 발주기관은 이를 참고해 예산수립과 대가 산정, 요구사항 등을 도출할 수 있다”고 말했다. 특히 이를 통해 국가 정보화사업의 정확한 규모와 비용 산정이 가능함은 물론이고 저가수주나 과도한 과업 변경 등 문제도 해소할 수 있다고 강조했다.

미래부는 2016년 예산안 편성 시부터 SW사업정보 저장소를 활용하고 유지관리사업 등 SW분야 전 사업으로 저장소 데이터 적용을 확대할 계획이다.

미래부는 저장소와 함께 ‘SW발주 기술지원센터’도 운영키로 했다. 센터를 통해 공공부문 SW사업 추진 시 수행되는 발주?관리 업무를 지원해 SW기업의 추가부담 경감 등 SW제값받기 실효성을 제고할 방침이다.

서석진 미래부 SW정책관은 “저장소를 통해 실제 기업의 개발비용에 대한 분석결과를 예산편성시 적용함에 따라 체계적 SW사업비 산정이 이뤄질 것”이라며 “기업이 체감하는 SW제값받기 정책이 확산되도록 노력할 것”이라고 말했다.
