The government will start a private ? government control tower to activate new industries of financial and IT convergence. By taking in the industry’s opinion that the existing lean-to-one-side laws are impeding new industry growth, the government has also decided to set up a ground necessary in fostering IT-based Fintech companies.

At the ‘IT and electronic financial industry field talk’ held inside Daum Kakao office building in Pangyo on the 6th, Chairman Chin Je-yoon of Financial Services Commission (FSC) said, “The IT and financial convergence is an undeniable global trend.” He added, “Rather than settling with the existing (financial) paradigm, we will take on various follow-up measures to create a new financial market.” Chairman Shin continued, “For the convergence type new financial service development, we will place the highest priority in ‘bi-directional system improvement’ to even take into consideration consumer protection, such as in information security, while extensively increasing consumer convenience.”

FSC will first conduct an operation to considerably lower regulatory barriers for Fintech companies. For this, it will start a ‘private ? government cooperative body for IT and financial convergence.’ The consultative body, which will soon be organized, will function as a control tower to foster next-generation finance with experts from the government, finance-related organizations and both public and private sectors participating. It will also improve the related systems, actively discover support policies and serve as a chain connecting between the financial authorities and private financial companies.

In addition, the government decided to amend electronic financial laws in a direction to implement only the necessary regulations. The key is to shift the core function of the financial authorities from regulatory operation to both regulation and industry development. Above all, this is an approach to extensively increase new attempts to integrate IT with all aspects of the financial industry. For handling of problems that can occur during the process, the method will be changed from prior regulation to follow-up response. To accelerate IT companies’ entry to financial market, responsibilities for technological acceptance and the related obligations will be entrusted to the financial companies.

It had been continuously pointed out in and around the financial sector that Korea, which is known as an IT power, was unusually slow in its response to the financial and IT convergence market. The financial authorities also voiced the necessity of conversion from the lean-to-one-side regulatory policy to the fostering of next-generation new financial technologies and businesses.

Following the establishment of a politic direction for e-Commerce fields, the financial authorities will set out an overall support plan to focus on convergence between the financial market and Fintech companies, which are coming into prominence as of late, together with deregulation targeting the entire areas of IT and financial convergence.

“We live in the time where people send pocket money to their children using smartphones,” said Chairman Shin. “The whole world is riding on a powerful and gigantic wave of convergence between IT and financial industries.” “Now, the scope of IT companies’ financial services is being expanded from payment settlement and fund transfer to loan and investment brokerage.” Chairman Shin emphasized, “The government will put efforts in various angles to secure leadership over the new electronic financial industry so that Korea can become a global ‘first mover’ in the IT and financial convergence market.”

FSC has been focusing on ‘removing pricks from under the nails’ particularly for the e-Commerce fields. To eliminate blind spots for simple payment service, which had been triggered by the so-called ‘Cheon Song-yi’s Coat’ concerning direct purchases from overseas markets, FSC has been setting up plans to simplify e-Commerce payment processing and to abolish the mandatory use of accredited certificate for credit card payments. Recently, it embarked on improving the system to forcefully ban specific technologies and authentication methods in electronic financial transactions and announced guidelines permitting credit card information storage by payment gate (PG) service providers.

IT?금융 융합 민관협력체 가동...컨트롤타워 활용하고 융합 가로막는 법 개정도 착수

금융과 정보기술(IT)이 융?복합된 신산업 활성화를 위해 정부가 민관 합동 컨트롤타워를 가동한다. 규제 일변도인 기존 법조항이 신산업 성장을 저해한다는 업계 지적도 적극 수용해 IT 기반 ‘핀테크(Fintech)’ 기업 육성에 필요한 별도 근거도 마련하기로 했다.

6일 신제윤 금융위원장은 판교 다음카카오 사옥에서 열린 ‘IT회사?전자금융업체 현장간담회’에서 “IT와 금융의 융합은 거부할 수 없는 세계적 추세”라며 “기존 (금융) 패러다임에 안주하기보다는 새로운 금융시장 창출을 위해 다양한 후속조치를 단행하겠다”며 이같이 밝혔다. 그는 “융합형 신금융서비스 육성은 소비자 편의는 대폭 높이면서 정보보안 등 소비자보호까지 고려하는 ‘양방향 제도 개선’을 최우선에 두겠다”고 덧붙였다.

금융위원회는 우선 핀테크 기업의 규제 장벽을 대폭 낮추는 작업을 추진하기로 했다. 이를 위해 ‘IT?금융 융합 민관협력체’를 가동한다. 조만간 구성될 협의체는 정부와 금융 유관기관, 민간 전문가가 참여해 차세대 금융을 육성하는 컨트롤타워 기능을 맡는다. 제도 개선과 적극적인 지원정책 발굴, 금융당국과 민간 금융회사 간 연결고리 역할까지 담당한다.

정부는 반드시 필요한 항목만 규제하는 쪽으로 전자금융관련 법령?규정 개정도 추진하기로 했다. 금융당국의 핵심 업무를 규제 일변도에서 규제와 산업 육성을 함께 진행하는 쪽으로 전환하는 것이 골자다. 무엇보다 금융산업 전반에 IT와 결합한 새로운 시도를 대폭 늘려보겠다는 접근이다. 혹시나 발생할 수 있는 문제는 사전 규제보다는 사후 대응으로 방식이 바뀌게 된다. IT기업의 금융시장 진출을 가속화하기 위해 기술 수용과 의무사항 등도 금융사에 대거 일임하게 된다.

금융권 안팎에서는 IT강국으로 손꼽히는 우리나라가 유독 금융과 IT의 융?복합 시장 대응에 더디다는 지적이 끊이지 않았다. 금융당국도 규제 일변도 정책에서 차세대 신금융 기술과 금융업의 육성으로의 전환이 필요하다는 목소리도 높았다.

금융당국은 전자상거래 분야 정책방향을 정립한데 이어 IT?금융 융합의 전반에 걸친 규제 완화와 최근 부상하고 있는 핀테크 기업의 금융시장 융합에 초점을 맞춰 종합적인 지원방안을 마련할 방침이다.

신 위원장은 “아이들 용돈을 스마트폰으로 보내주는 시대가 열렸다”며 “이는 다시 말해 전 세계가 정보통신기술산업과 금융업의 융합이라는 힘차고 거대한 물결을 타고 가는 상황”이라고 말했다. 그는 “이제 IT기업의 금융서비스는 지급결제와 자금이체를 넘어 대출, 투자 중개업까지 영역을 확대해가고 있다”며 “정부도 우리나라가 IT융합 금융서비스 시장에서 글로벌 ‘퍼스트 무버’가 될 수 있도록 전자금융 신산업 주도권 확보에 다각도의 노력을 기울이겠다”고 강조했다.

금융위원회는 그동안 전자상거래 부문에 초점을 맞춰 ‘손톱 밑 가시’ 뽑기에 주력해왔다. ‘천송이 코트’로 촉발된 간편결제 사각지대를 해소하기 위해 카드결제 시 공인인증서 사용 의무 폐지, 전자상거래 결제 간편화 방안을 마련했다. 최근에는 전자금융거래상 특정 기술 및 인증방법 강제를 금지하는 제도 개선에 착수했고 카드정보 저장을 지급결제대행업체(PG)에 허용하는 기준안을 발표했다.
